Outgoing webhooks

Workspaces register their own endpoints from settings. Each event creates one signed delivery per subscribed endpoint, with retries, and a policy keeps URLs on public https hosts in production.

• Event filters, pause, rotate secret, test ping and delete
• x-shipseed-signature HMAC signatures with a reference verifySignature()
• 6 retries with backoff under Inngest
• A delivery log with redeliver
• An SSRF policy for webhook URLs

• Works out of the box. Add events with emitEvent()
